Commission approves city manager contract, backdated to Jan. 1

The Liberal City Commission on Feb. 11, 2025, approved a contract for Scarlett to serve as city manager, voting 5-0 to adopt the agreement and to backdate the contract to the start of her employment on Jan. 1, 2025.
Why it matters: the contract formalizes pay, vacation and benefits, and allows the city to proceed with personnel and financial planning under an explicit employment agreement. Scarlett told commissioners she reviewed the contract and was agreeable to the terms.
At the meeting, the city attorney (Lynn) confirmed the contract reflected the terms relayed by the commission and that finance staff had checked provisions relating to vacation, accrued sick leave and deferred retirement contributions. “If we’re going to approve this, we would need to have a motion to approve the contract as presented,” Lynn said. Scarlett said, “I am agreeable to it. I want to thank the commission for giving me this opportunity, to lead my hometown of Liberal.”
The motion to approve the contract passed 5-0. Commissioners signed off without amendments; staff will implement provisions retroactive to Jan. 1, 2025, as recorded in the motion.
