Chaska council authorizes RFP for municipal service building design

The Chaska City Council on Jan. 7 voted to authorize staff to issue a request for proposals for architectural and engineering services for a new municipal service building after the city closed on a purchased site in mid-January.
City staff said the RFP will be posted to the public the week after the meeting and proposals will be due Feb. 19. An internal review group made up of staff from public works, electric, water and sewer, planning, engineering and administration will evaluate submittals, interview selected firms and recommend a consultant to the council March 3.
Elise (City staff) described the immediate schedule: “The first step tonight is asking you to authorize us to go out and have an RFP out on the street looking for services for architectural and architectural and engineering so we can build the facility.” She said a pre‑proposal meeting would be offered and that staff plans to hold that meeting at the existing municipal services building so prospective firms can see current conditions.
Staff and council discussed using the construction manager from the recent public safety facility, RJM, during selection and early design work so the construction manager is familiar with the project before bidding. City staff said RJM would likely provide an overarching supervising manager for both projects while assigning a different site manager to the municipal service building because of bandwidth constraints.
City staff outlined the anticipated schedule: design concepts and preliminary plans would be brought to the council during 2025 with a goal of final design by the end of the year and putting the project to bid in early 2026. Council members noted the timeline is ambitious but welcomed the project and the planned engagement of multiple city departments to define needs.
Council member Hatfield moved to approve issuing the RFP; Council member Benesch seconded. The motion carried on a voice vote with no opposition recorded.
Next steps listed by staff include issuing the RFP, conducting the pre‑proposal meeting, reviewing proposals and returning to the council March 3 with a recommended architect/engineer and a timeline for design phases.
