"This is not a cost to the city unless we're utilizing it, and then it can be an estimate up to $49,000," said Linda Warren, a staff member presenting the program, referring to the plan's stop-loss exposure. Warren said the program is administered through GIRMA and insured by MetLife and described the action as implementing a state requirement tied to House Bill 451, naming it the Ashley Wilson Act.
The authorization does not obligate immediate city funding, staff said; the city would pay through the GIRMA fund only if benefits are awarded to employees. Council Member Allen Sells asked whether the arrangement is a risk pool; Warren confirmed it functions that way. Council Member Sarah Beeson moved approval; Council Member Glee Hills seconded. The motion passed unanimously.
Committee members and staff emphasized the program is a resource for first responders rather than a new ongoing payroll cost. The committee's unanimous vote sends the resolution forward per administrative procedure; no additional implementation details or funding allocations were specified at the meeting.
The council will receive further documentation as part of the record and next steps for formal adoption as required by city process.
