Supervisor comments described the center as a volunteer‑run facility that provides library and food‑pantry services; the building department confirmed the waiver applies only to the electrical building permit. Supervisor Brown moved to waive the fee; Supervisor Oneto seconded. The board voted 5‑0 to approve the waiver.
