Lynn Haven commission approves budget amendment, retirement ordinance changes and land‑use map amendment

The Lynn Haven City Commission met Jan. 28 and approved a series of routine and ordinance items, including a Community Redevelopment Agency budget amendment, consent‑agenda items and final readings of retirement system changes and a land‑use map amendment.
Early in the meeting the Community Redevelopment Agency approved Resolution 2025‑0110 amending the CRA final budget for fiscal year 2024–2025. The motion, recorded as “Motion by Commissioner Purnos, second by Commissioner Peebles,” passed with the commission voting yes (recorded votes: Commissioner Purnow/Pardot: yes; Commissioner Peebles: yes; Commissioner Vandegrift: yes; Commissioner Ward: yes; Mayor Jesse Nelson: yes). The resolution was read by title only before the vote.
The consent agenda — which included approval of regular meeting minutes; authority to sign a mutual aid agreement between the commanding officer at Naval Support Activity Panama City and Lynn Haven Fire and Emergency Services; and Change Order No. 15 to increase the not‑to‑exceed amount for Tetra Tech’s FEMA Public Assistance consulting services (2018 Hurricane Michael) by $74,047.05 — was moved and seconded and approved unanimously. City manager roll calls for the consent agenda showed recorded “Yes” votes by Commissioners Purnow, Peebles, Vandegrift, O’Rourke and Mayor Nelson.
On ordinance business the commission approved final readings of three ordinances: - Ordinance 1173: Amendments to Chapter 50 (Personnel), Article 4, Firefighters’ Retirement System, including changes to the supplemental benefit component and share accounts; final reading approved unanimously. - Ordinance 1174: Amendments to Chapter 50 (Personnel), Article 3, Police Officers’ Retirement System, amending supplemental benefit components and share accounts; final reading approved unanimously. - Ordinance 1175: Small‑scale future land‑use map amendment to change roughly 9.993 acres from Traditional Neighborhood Development to Commercial on a parcel on the west side of County Road 2321 north of Deer Point Elementary School. Staff noted there is no city water or sewer to the parcel and that a small portion of the site lies within the Deer Point reservoir protection zone, which bars certain uses (for example, gasoline stations, dry cleaners and other activities that can generate hazardous discharges). The motion to adopt was moved by Commissioner Vandegrift and seconded by Commissioner Peebles; the final reading passed with recorded yes votes from commissioners and the mayor.
All recorded votes on the ordinance final readings were unanimous as called by the city manager. No additional conditions or amendments were recorded on the ordinances at the meeting.
