ENID, Okla. — The Enid Metropolitan Area Planning Commission approved a lot split Jan. 27 for the property at 1614 West Willow Road, allowing separation of a car wash and an adjacent self-storage facility into distinct tax parcels. The approval was conditioned on filing a recorded cross-access easement to preserve access between the two parcels.
Michael Ransom, the applicant and property owner, described the split as a business necessity. “I purchased the parcel in question about 15 months ago. The self-storage facility and that business operation [are] very, very different than the car wash operation,” Ransom said. He told commissioners separate parcels would allow property taxes and liability/insurance to be apportioned more appropriately and provide flexibility if either business is sold in the future.
Staff told commissioners the property is zoned C-1 and that the Board of Adjustment had previously granted a variance (Nov. 12) to allow the lot split despite the property not meeting the typical 100-foot frontage requirement for C-1 parcels; staff explained the variance was granted based on demonstrated hardship. Scott, a planning staff member, said both resulting parcels would have availability for water and sewer, though the storage facility currently does not utilize utilities and would need concrete removal if it sought to connect.
Ransom said the proposed lot configuration includes a cross-access easement across the 61-foot width retained for shared access; the applicant supplied a draft cross-access easement and told commissioners the design would preserve existing circulation to the storage facility. Commissioners discussed turning and maneuvering room for car-wash customers and confirmed the easement would prevent a future fence that could block access.
A motion to approve the lot split carried unanimously after commissioners amended the motion to condition approval on recording the cross-access easement with the deeds. The commission’s action followed a prior Board of Adjustment variance and requires the applicant to file appropriate easements and deed language as a condition of finalization.
