Councilors discussed a special-occurrence permit that listed operating hours from 11 a.m. to 9 p.m.; some members said the time window was too broad while others opposed constraining hours.
One councilor said the permit’s open hours could invite many similar requests and asked whether the city could define smaller time blocks such as “11 to 1” or “4 to 8” so staff would better know when the truck would operate. The city administrator said staff would see if the hours could be defined more clearly.
Another councilor objected to narrowing hours, saying the permitting process already is lengthy and expensive for operators and that imposing fixed hours could single out the applicant. “We don't restrict restaurants. We don't say you have to tell us which hours are open,” the councilor said, arguing the permit should remain flexible.
A separate councilor requested a comparison to an existing food truck permit on Washington Street to confirm whether that operator’s hours are more restrictive. The city administrator said staff would investigate and report back.
No ordinance change or formal vote occurred during the discussion; staff agreed to follow up on whether hours could be tightened or whether comparable permits have more specific time restrictions.
