Bargersville stormwater board updates technical manual, readies MS4 report and inspects reported drainage problems

The Bargersville Stormwater Utility Board on Monday discussed updates to the town’s stormwater technical manual, the schedule for its annual MS4 program report and recent drainage complaints, including an out-of-compliance condition at the White River Crossing development.
Wessler Engineering’s Mary Atkins summarized a draft update to the stormwater technical manual that the consultant team has revised to align with the Construction Stormwater General Permit (CSGP) and common local issues. Atkins said the team incorporated comments from Roy and Wessler plan reviewers and expects to circulate a draft within a few weeks for a planned workshop with staff and board members.
Atkins said the board will begin gathering information for the town’s MS4 (Municipal Separate Storm Sewer System) annual report, which is due April 1, and that staff expects to present the draft report at the March meeting unless it’s ready earlier. She also reported on recent field inspections and plan reviews, saying Wessler completed its stormwater review for Scottsdale Estate Section 5 and has two plans pending review (Bellingham 2 and CrewCarwater).
The board heard that two drainage complaints were active and scheduled for field inspection once snow melt permits a clear look: one on Smoky Row Road and another in The Enclave. Atkins said Wessler would accompany town staff for the site visits.
On compliance, Atkins reported the White River Crossing development exceeded its permitted disturbance area and is working to obtain a Soil and Sediment Pollution (SWIP) plan and to install erosion controls. She said Wessler supported an Indiana Department of Environmental Management (IDEM) inspection and that town staff member Megan Milhoff is monitoring the matter locally.
Board members discussed coordination with a larger nearby development proposed by Pulte; Atkins said Wessler would share its findings with the Pulte design team so efforts are not duplicated. The board also reviewed results of a downtown expansion field survey delayed by snow; Atkins said field elevations were collected recently and a draft of findings should be available in the next few weeks.
Board members asked about whether the manual-review workshop would need to be advertised; staff said workshops should be public. Atkins and board members agreed to arrange a time by email and to invite staff (Dax and Megan) and Roy for the review.
No formal policy changes were adopted at the meeting; the board scheduled follow-up work and site inspections and directed staff and the consultant to continue work on the draft manual and the upcoming MS4 report.
