Stormwater board reports White River Crossing violations; council weighs Enclave road takeover

BARGERSVILLE, Ind. — Town staff told councilors Jan. 28 that the Stormwater Board is investigating alleged violations at the White River Crossing development and is reviewing drainage and erosion issues in the Enclave neighborhood that may be tied to the town's MS4 stormwater responsibilities.
"We had some updates to the stormwater board on activities out of White River Crossing. There are some violations. I know that there are some investigations going to happen today," a staff speaker reported during the boards and commissions update.
Town engineers from Wessler are investigating drainage outfalls and erosion in the Enclave, and staff said the issues may be part of the larger watershed system that the town's MS4 designation obligates it to maintain. Staff also reported beaver dams and outfall erosion as part of the assessment.
Separately, engineering staff said core samples taken on Enclave roads indicate the pavement condition is not to town standard but is adequate for the town to consider taking the streets into the municipal system and performing a resurfacing overlay rather than wholesale reconstruction. "The core samples ... they're not to our standard, but we don't think that they'll fail to the point that they'll be costing us 1,000,000 and 1,000,000 of dollars," one staff member said when summarizing the review.
Councilors asked for the topic to be placed on the next administration meeting agenda for a comprehensive review, including any legal issues related to accepting roads, maintenance‑bond requirements, and whether HOA funds would need to be transferred or appropriated.
