NAPA COUNTY — The Board of Supervisors on Jan. 28 introduced an ordinance that would amend Chapter 8.80 of the Napa County Code to extend and broaden the county’s disaster‑recovery provisions, including revised language clarifying the timeline and process for reestablishing nonconforming uses following a declared local emergency.
Chief Deputy County Counsel Jason Dooley told the board the changes extend the ordinance’s effective period to five years from a local emergency declaration and expand the operative provisions so the rules will automatically apply to any future natural disaster that leads to a local emergency declaration. The amendment also extends existing relief for the 2017, 2018 and 2020 fire events to Oct. 1, 2025.
Dooley said staff revised section 8.80.140 to clarify the chronology for rebuilding and for the reestablishment of nonconforming uses so that permits may be obtained, construction completed and then the nonconforming use reestablished within defined time windows.
The board opened and closed the public hearing with no public comment and voted unanimously to introduce the ordinance and set it for adoption at a future meeting.
