Supervisor Lindsey Alessio, who pulled the item for discussion, said small pioneer cemeteries are often run by local volunteers and that the proposed bylaws’ new four‑year term limits could make it harder to retain experienced volunteers. Alessio also flagged a proposed change that would delegate authority for issuing burial certificates to the district manager — a county staff position — and asked whether that would remove an important community voice.
Director Letterer (District Public Works staff) told the board the authority to approve burial sites is largely a ministerial decision with objective criteria; in practice, the district manager typically makes the determination and the board later ratifies it. Letterer said the term limits were suggested by the advisory committee because past members had resisted change.
Supervisor Alessio also requested restoring an annual report to the board describing the cemetery’s condition and finances; the staff response noted the district receives budget updates in the regular budget process but agreed to consult the advisory committee.
The board voted unanimously to continue the item so staff can discuss the questions with the cemetery advisory committee and return with recommended language.
