A Homewood City Council committee on Thursday moved an annexation request for a parcel identified as 1749 Columbia Road to a presentation on Feb. 3, saying the applicant was not present and committee members wanted a full presentation before setting any public hearing.
City staff told the committee that the annexation process requires a committee presentation first; if the committee moves the item to full council, a public hearing would follow and must be advertised for 90 days. A staff member said the parcel borders Vestavia and that boundary information should be validated before proceeding.
Jim Hoye, the contact listed for the request, was not in the meeting. Residents who live next to the parcel, including Becky (resident) and Susan (resident), raised questions about which lots were included in the request and noted that Old Columbiana Road does not extend behind some properties.
A city staff member explained the procedural timeline: the committee presentation is scheduled for Feb. 3; if the item is moved out of committee, it would appear before the full council on Feb. 10, at which point a public hearing could be set and must be advertised for 90 days.
Councilor Nelms said, “So without objection, we're gonna carry this item over and reconvene on February. And if he's not here February, then we will drop.” Council members agreed to delay the item until the Feb. 3 committee meeting to allow the applicant to present and to give staff time to confirm jurisdictional boundaries shown on Jefferson County GIS.
Residents asked the city to clarify which parcels the developer owns; committee members noted that the annexation request before them covered the area shown in the red outline on maps presented to the body and that other nearby parcels (noted in blue on the map) were separate purchases by the developer and not part of the current request. The committee did not take a formal vote on annexation itself.
The next step is the Feb. 3 committee presentation. If the applicant does not appear at that presentation, committee members said they will remove the item from the docket.
