Discussion and scope: Staff noted that the plaza was originally designed for limited emergency-vehicle access, and bollards were erected to restrict everyday vehicle traffic. Committee members asked about enforcement of unauthorized daily vehicle use (for example, delivery vehicles) and whether the testing or final report should recommend usage restrictions. Staff said enforcement is a separate, policy/enforcement issue but agreed to investigate practical enforcement options. The $5,000 testing contract will be funded by reallocating line items within the department’s building-improvement capital budget.
Outcome: Motion to approve the UES testing contract carried 4-0. Staff will return with change-order amounts for the actual concrete repair work when bids and vendor proposals arrive.
