Fairhope staff update council on K-1 incubator, roundabout mobilization, Magnolia Beach permit and other capital items

City staff updated the council on several capital projects: the K-1 incubator (HATCH) EDA grant submittal, the North Section Street roundabout, the Magnolia Beach restoration permit, a proposed Knoll Park gateway contract, and annual fire truck inspection services.
K-1 incubator (HATCH) and lease timing: A staff member said the city submitted EDA documents on Jan. 17 and had already received comments that staff were addressing; one item cited required signatory reference changes tied to grant timing. Staff said the goal remains to advertise construction bids by March 1 and return to council for contract award in April. The proposed lease for the K‑1 incubator/“HATCH” project (item 9) was pulled from the current agenda to allow staff more time to review lease language; staff said the delay will not affect the EDA schedule.
Roundabout at North Section Street: Staff said the preconstruction meeting is set and the notice to proceed will trigger a 15-day mobilization period. The contract duration is 303 calendar days; staff and ALDOT-approved temporary traffic control plans aim to keep the intersection at least partially open during most of the build, with short, compact shutdowns when necessary. “The objective of the scope of work... is maintaining as much intersection functionality during construction as possible,” staff said.
Magnolia Beach restoration: Staff said the Corps of Engineers acknowledged the application as complete, posted a 30-day public notice, and staff plan a local public information meeting on March 18 to present the project and take comments.
Knoll Park gateway and memorials: The council packet included a donor gift for a gateway at Knoll Park and three quotes; the low quote of $24,700 from Lindsey Landscape LLC would create approximately a 60/40 split between donor and city capital funds, and staff said existing passive park capital funds cover the city share. Staff asked the council to award that contract at the formal meeting. Separately, staff described a proposal to replace older engraved bench boards with new benches and brass plates and said the city will create a plan for additional memorial opportunities (e.g., inscribed bricks) and publish details on the website.
Fire truck inspection and vending bid: Staff presented a sole-source request for annual tier-2 inspections and related maintenance of fire apparatus with a Sunbelt (vendor) inspection and a recommended expenditure of $13,393, within a $19,004 budget. Staff also recommended rejecting the single bid received for beverage vending/concessions and negotiating with Coke as the sole respondent.
Ending: Staff said they will return to council with the pulled lease language, contract award packets, and permit updates as each item moves toward formal council action.
