Oak Harbor planners outline climate-resiliency analysis for 2025 comp plan update

Kat Kamec, the city’s principal planner, introduced the 2025 comprehensive-plan periodic update and two memos from the city’s consultant describing climate-resiliency analysis tied to House Bill 1181. Kamec said the memos review modelled hazards and an initial inventory of vulnerable community assets and that the city received a Department of Commerce grant to support the analysis.
The consultant’s preliminary work—summarized in memos provided with the agenda—identified extreme precipitation, flooding and sea-level rise as the hazards most relevant to Oak Harbor. Kamec told the council the analysis flags several city assets for closer attention, including the shoreline and marina, the wastewater treatment plant, the city’s water transmission line from Anacortes, and health/medical facilities. "NAS was identified as a primary economic generator and is included in the analysis as a priority asset to protect," Kamec said, noting that policies to support continued operations were under consideration.
Council members asked for clarification and more detail. Council member Wiesner pointed out that the memos flagged the wastewater treatment plant as vulnerable and asked that staff treat that as a high-priority red flag even where the consultant’s model output showed limited data. Wiesner also asked why the marine shoreline scored higher for flood/precipitation vulnerability than for sea-level rise and asked staff to seek clarification from the consultants. Council members also raised the importance of water-system redundancy if the main transmission line from the mainland were disrupted.
Kamec said the memos and consultant analysis are draft and that the city plans additional community engagement, including further surveys and at least three meetings of the OakPack advisory group. She said staff is coordinating with Island County on urban growth area (UGA) and housing-allocation issues and has asked the state to mediate differences over how the county and city interpret UGA development. Kamec said recommended actions likely will include updates to development standards, evacuation planning, water-system planning and shoreline study tailored to specific shoreline conditions.
No formal decisions were made; staff said they will refine the analysis with consultant input, expand community engagement, and return with more detailed policy recommendations and an updated schedule.
