Fairfield County council adopts amendment to Winnsboro sewer intergovernmental agreement

The Fairfield County Council on Jan. 27 approved Ordinance No. 839, authorizing a first amendment to an intergovernmental sewer infrastructure agreement among the town of Winnsboro, Fairfield County and the Fairfield Joint Water and Sewer System.

The ordinance was read on third and final reading and the motion to adopt carried by voice vote; the clerk recorded the vote as 6-0 in favor. Council member Miss Gorham asked why the appendix of the packet copy appeared blank; the county attorney explained the amendment language had been included with the agenda at second reading but the IGA text was not attached to the printed packet for third reading. The county attorney said the amendment replaces the earlier placeholder amount in section 3.02 of the original agreement and updates the county's estimated contribution from $9,000,000 to $9,840,000 to reflect final cost estimates and contingency adjustments.

"That amount is listed in the ordinance," the county attorney said, noting the amended IGA language was incorporated by reference from the materials previously made public. Council members proceeded to vote, and the clerk recorded the result as six in favor and none opposed.

The ordinance takes effect after passage and publication as required by county practice. The council did not specify additional implementation steps or a publication date during the Jan. 27 meeting; staff indicated the amended IGA language had been available at second reading and would be part of the adopted file.
