City staff presented two applications for the Community Redevelopment Agency (CRA) storefront assistance program and recommended the commission approve reimbursements contingent on project completion.
A CRA staff member said the first request is from the owner of a medical office at 825 Florida Avenue, who is renovating the building and has changed the façade. "He is currently going through the renovation of his building," the staff member said, and requested reimbursement of $27,500.
The same staff member described a second application for a property at 511 Ohio Avenue, a former automotive garage once known as Sheldon Service Center. The owner is finishing renovations after acquiring the property and is requesting $25,000 in reimbursement.
The staff member summarized the program's eligibility rules: the storefront assistance is a 50/50 matching grant that requires a minimum of $50,000 in qualifying storefront improvements. Eligible expenses include siding changes, painting, new windows and similar façade work; applicants must submit invoices for verification. The staff member emphasized that reimbursements would be issued only after the projects receive a certificate of completion from the building department, indicating the work meets building-code standards.
Commissioners asked a series of administrative questions during the discussion: how reimbursement amounts are determined, whether there is a per-fiscal-year limit for the program (a staff member said the budget currently shows $55,000), and whether property owners can apply more than once (staff said a property owner may apply only once). No formal vote or motion on these applications was recorded in the pre-meeting discussion.
The staff recommendation was to approve both reimbursements contingent on final project approval and issuance of certificates of completion by building inspections.
