Quincy Township approves elevator modernization; only bidder was Barnard

Quincy Township supervisors voted to adopt a resolution awarding Barnard the work to modernize the elevator in the township building for $109,774.83. Township supervisor Maggie Hoyt told the council Barnard was the only bidder and that the work includes updating the controller, car operating system, door locks and wiring.
Hoyt told the council the elevator has failed twice in 2024 and that replacement parts can take 12 to 16 weeks to receive, so modernization is recommended to reduce the risk of long outages. She said the township will also need to upgrade the building's alarm system to meet current code; Hoyt estimated the alarm work at about $23,000 and said purchases under $30,000 do not require a bid.
Hoyt said the combined cost for the elevator work and alarm upgrade is roughly $133,252.26; the resolution before the supervisors asked only to approve the Barnard contract for the elevator portion. Staff said the elevator would be out of service for about four to five weeks during the work, and the project was hoped to begin in June or July.
The supervisors adopted the resolution by roll call, 13 ayes and 1 absent. Hoyt emphasized the township dollars for the project would come from the township budget rather than the city's general fund.
No amendments to the Barnard contract were recorded in the meeting minutes. Supervisors said they will separately pursue the alarm upgrade and other associated work as needed under procurement rules for amounts below formal bid thresholds.
