City warns of more water-main breaks as extreme cold stresses older pipes

Public Works staffer Jeffrey Conte explained the city's breaks are occurring where older cast-iron and transite (cement-fiber) pipes have become brittle and shear, saying the cold "ends up freezing the ground, and it ends up pushing down on the mains" and that many breaks look like the pipe being sheared in half.
Staff urged patience as repairs are difficult below freezing: pumps require clearing, excavation is harder, and crews face hazardous conditions. Conte asked residents not to drive around road-closed signs, citing "numerous close calls" with people ignoring closures.
Solid-waste and collection operations
The mayor and staff also confirmed that curbside garbage collection had continued without interruption during the cold period but noted contracts allow vendors to suspend routes if temperatures are below certain thresholds (around 6 or 7 degrees at 6 a.m.). Staff said the contractor may cancel routes if conditions are unsafe and that residents should expect notifications when feasible.
What the city will do next
Crews will continue making emergency repairs; staff said warmer weather should reduce break frequency and asked residents to follow posted road closures. The department will continue to update council and residents as fixes proceed.
