Council approves event closures, grants, IT purchase and budget amendment; traffic equipment purchase tabled

Quincy City Council members approved a set of resolutions and an ordinance amendment in a single meeting, covering special-event road closures, an airport planning grant, technology purchases and a fiscal-year budget realignment. - Airport layout plan grant: The council approved a grant agreement with the FAA and IDOT to update the airport layout plan and related runway revision planning; the city's match and pass-through to IDOT was approved in an amount not to exceed $10,377.

- Essential Air Service recommendation: The council voted to recommend Contour Airlines (see separate article) as the community's EAS carrier, amended to indicate intent to add Nashville later (vote 12-1-1 absent).

- IT equipment: The council approved a purchase of updated network switches and firewall appliances from SHI International Corporation for $37,459.45 (Information Technology resolution adopted).

- Budget amendment: The council adopted an ordinance amending the fiscal-year budget, a supplemental adjustment totaling $2,384,000 to realign revenue and transfers; council discussion clarified that a reduction in pass-through PPRT revenue to the library is a projection and not a direct cut to library operating appropriations.
