Rose reminded the board that the MSD had previously approved up to $2,500 for the project and said the plan includes a series of 2-foot-by-2-foot painted panels assembled to resemble a mural, with a 4-foot-by-4-foot centerpiece. The board reviewed four pattern options and discussed whether the centerpiece should include a town or MSD logo, a compass design showing distances to regional destinations (for example, Outer Banks and Richmond), or a QR code linking to project information.
Rose said outreach for design submissions had included Facebook, an email blast and a window-display incentive; one high-school student had indicated an intent to submit but did not meet the deadline. He indicated staff could leave certain spaces open for a QR code or explanatory text to credit the MSD and suggested allowing an artist some creative freedom within a selected color scheme.
Board members expressed preference for a compass-style centerpiece that lists nearby destinations and mileage; they discussed color choices and noted concerns about high-contrast or very bright palettes. The board did not set a binding color scheme but asked staff to refine options and allow the selected artist some latitude. Amy (town staff) confirmed the timeline is not contingent on other projects and staff will bring options back for a final selection.
The board recalled that the barn-quilt idea had been funded in July when it approved the initial $2,500 and directed staff to continue work on final designs and installation logistics.
