Planner Marshall Reed told the commission the final plat creates lots 91 through 111 — a total of 21 parcels — and that the Washington State Department of Ecology had confirmed the environmental review (SEPA) conditions had not changed, so no additional SEPA review was required. "I have, today before the planning commission and the public, final plat or division 4 of Oyhut Bay," Reed said during the hearing.
