Senate Committee on Local Government — Richmond, Jan. 13, 2025 — Lawmakers advanced a permissive bill that would allow Virginia localities to consider accessory dwelling units (ADUs) — and now tiny homes — as part of local housing options. The committee adopted language that incorporates Senate Bill 1256 into Senate Bill 932 and added an explicit definition of tiny homes as dwellings of 400 square feet or less, excluding lofts.
Senators noted their work with local governments and housing stakeholders. Senator Selene thanked peers and the Housing Commission for collaborating on language intended to remain permissive so localities can tailor ADU programs to local needs. Falls Church City Council member Dave Snyder testified in support, saying his community appreciated that the bill was permissive while allowing more affordable and multi-generational housing options.
The committee approved the substitute and later reported SB 932 in its substituted form (final committee roll for the bill later recorded as ayes 10, noes 4 on a separate procedural vote). Sponsors said the vehicle will let localities consider ADUs and tiny homes as one tool to increase housing choice without imposing a one-size-fits-all mandate.
