Lebanon Board of Works approves Grant Boulevard closure, several contracts and consultant selections

The Lebanon Board of Works on Jan. 27 approved a full intersection closure at Grant Boulevard and Angelie Way for water-main installation, accepted vendor quotes for office furniture and a house demolition, and authorized engineering agreements to support the city's upcoming construction projects.

The actions aim to clear the way for near-term construction and routine city operations. Board members voted on five procurement and project-selection items after departmental presentations and brief public exchanges.

Grant Boulevard closure: Jason Lawson of the public works department presented a request from inspections for a full closure at the Grant Boulevard/Angelie Way intersection "for water main installation." The board approved the closure after a motion and second; the board discussed the closure's local traffic impacts and noted it would primarily affect Chadwick neighborhood access.

Office furniture purchase: Kevin Krolick, presenting procurement results, said the city issued an invitation to quote to outfit two new offices in the clerk/treasurer's area. "RDS returned the lowest, most responsive, and responsible quote at $5,491 to outfit those 2 new offices with office furniture," Krolick said. The board authorized contracting with RDS, subject to legal review and the mayor's signature.

1313 South Beck Street demolition: Krolick said the city received three quotes to demolish the house at 1313 South Beck Street and recommended Ace Paving and Demolition as the lowest responsive bidder at $17,900. The board approved entering a contract with Ace, subject to legal review.

On-call traffic consulting: The board authorized an on-call services agreement with A&F Engineering Company LLC for 2025 traffic and transportation consulting. Krolick described the agreement as an on-call arrangement that establishes hourly rates and allows the city to retain outside traffic experts to review traffic-impact studies and provide recommendations.

Grant Street Phase 2 construction inspection: After reviewing 11 letters of interest, city staff recommended Crossroads Engineers for construction inspection services on the Grant Street Phase 2 reconstruction project (Grant Street from State Road 39 to Washington Street). The board authorized staff to begin contract negotiations with Crossroads; no dollar amount was presented at selection because the INDOT process required qualifications-based selection before pricing.
