District says only one bid received for phase 2 projects, board may reject and rebid

The work packages included exterior painting at Bloomfield and Wildwood, exterior painting and interior blinds/window seats at Karen Western, and other small projects. Staff said the single bid returned a dollar amount consistent with the architect's estimate but that having only one bid makes acceptance a difficult recommendation.
"It was about in line with where we thought it'd be, but I'd feel more comfortable when I've got more than one in there," the presenter said.
Why it matters: small capital projects rely on competitive bids for price discovery and procurement best practices. The district said it retains the right in the bid documents to reject bids and re-open procurement in hopes of attracting more contractors. The estimated project value is in the $150,000–$175,000 range.
Board members discussed timing and contractor interest; staff said several contractors attended the initial walk-through but not all submitted bids. Staff said some contractors wait until the last minute or lack a subcontractor estimate and therefore choose not to bid on smaller projects.
Next steps: staff said they may reject the single bid, revise the solicitation and re-open bidding to seek additional proposals; the board was told the item could be postponed to a later meeting to allow for additional bids.
