Council approves $866,937 motor-fuel plan and awards holiday-decorations contract

O'Fallon City Council members on Monday approved required Illinois Department of Transportation documents to use motor fuel tax (MFT) funds for the FY2026 general maintenance program and awarded a five-year contract for seasonal holiday decorations to Roots Inc.
The council approved resolution documents totaling $866,937.14 that allocate MFT dollars to street patching, crack sealing, snow-removal salt, traffic signals, street lighting, drainage, concrete repairs, signposts, street sweeping and pavement markings. The documents also include $15,000 for bridge inspection services performed by an engineering consultant.
“Those documents are required to be done annually, correspond with the budget, and allow us to utilize motor fuel tax funds for general road maintenance purposes,” said Jeff (staff member), who presented the MFT item to the council.
Council members then considered two proposals to remove, maintain, store and reinstall downtown and park holiday decorations. Roots Inc. bid $48,000 per year; a second bid from Mack Electric was $48,500. The council voted to award the five-year agreement to Roots Inc. The contract requires the contractor to remove existing decorations, store them, bring them back and test and repair decorations prior to reinstalling them each fall; replacement of items in irreparable condition would be paid by the city.
City staff said Roots plans to store the decorations in a contractor-owned storage container within the city. The contract also covers handling of the hometown-hero banners downtown.
