City Council adopts updated stormwater ordinance on final reading

Mayor Sherry Alcopello introduced the ordinance and invited the city engineer to summarize changes. Steve Shirk, city engineer with STECPEC Engineering, told the council the edits were “relatively minor” and were intended to align the ordinance with 2022 MS4 updates. Shirk said the revisions add language related to rain gardens, remove one unnecessary section, and reorganize several provisions to place operation-and-maintenance requirements where they better fit. He also said the revision creates a clear process for submitting stormwater-management plans as standalone documents and adds recording requirements.
Shirk said the changes do not increase mitigation obligations under current standards. “Nothing substantial,” he told the council, and described the draft as a “thorough ordinance” that will make plan management easier for staff.
Councilmember motioned to move the bill to final reading and a second was recorded; the roll call recorded four yes votes. Cheryl (council clerk) called the roll: Mrs. Haydos, Mr. Morales, Mr. Potash and Chairman Martin all voted yes; no votes or abstentions were recorded. Chairman Martin announced that Bill No. 7 had passed on final reading.
Council discussion at the meeting focused on clarifying the administrative changes; no amendments were proposed on the floor. The mayor and staff emphasized training for staff to ensure new administrative steps—such as obtaining PennDOT project numbers when required—are followed.
The ordinance replaces prior language based on 2013 MS4 guidance with provisions that reflect subsequent MS4 updates and establishes clearer submittal and recording procedures for stormwater plans. The council did not specify an effective date in the discussion recorded at the meeting.
