Mr. Power, a county staff member who presented the banking-services item, told the board the county currently earns “approximately 0.4 percent interest on all of our funds” and that staff conducted a request for proposals. Six firms responded; a committee interviewed two and recommended First Bank and Trust as the county’s banking partner for a one-year contract with options to renew for up to four additional years. The board approved the resolution to authorize the county administrator to finalize the contract and related trust arrangements.
Speaking for the sheriff’s office, Mr. Chambers described a federal Operation Ceasefire grant application the sheriff’s office is pursuing that would provide $183,958.24 to buy forensic crime-scene equipment. Chambers said the grant would fund two 3-D laser scanners (handheld and tripod-mounted) to capture detailed 360-degree site scans; two fingerprint biometric identification systems that can query state and federal repositories; and a handheld chemical-identification spectrometer to screen suspected narcotics without handling the evidence. “This is a big step above for that,” Chambers said, arguing the technology speeds documentation and helps preserve scenes for later analysis and courtroom presentation.
Doug Kaufman, presenting an item on behalf of facilities staff, asked the board to authorize advertising for bids and to award, if within budget, a contract to build a 2,940-square-foot addition to the Bedford County Animal Shelter. Kaufman said the addition—primarily dog kennels with a spay/neuter clinic—would roughly double the facility’s dog capacity and reorient the public entrance. The project budget is $313,000, which Kaufman said includes contingency.
Board members also approved a slate of consent-agenda resolutions that include supplemental appropriations and grant acceptances: Waterside Road bond funds (Waterside neighborhood/Goodview), Mead Road VDOT Economic Development Authority grant, Zytel and Shentel Virginia Make Ready Initiative grants, Sleepy Oak Lane project funding, support for Blue Ridge Rising initiative repairs and implementation, and budgeting for expansion of the Southern Virginia Internet Crimes Against Children Task Force Forensic Cloud Project. All consent items were approved by roll call.
The board confirmed Edgar Tuck as the county’s representative to the Roanoke Valley Transportation Planning Organization for an unexpired term ending June 30, 2026, and designated Mickey (Mickey/Mickey Johnson per transcript) as the alternate representative when Tuck is unavailable.
