The Board of Library Trustees voted unanimously to recommend that City Council adopt updates to Glendora's Master Schedule of Fees that clarify rental staffing requirements and adjust incidental charges for equipment and damaged items.
The changes clarify the person-on-duty charge for events at library facilities and add procedural language for staff-assisted AV and microphone setup. Under the proposed update, events with more than 75 attendees will require two persons on duty (doubling the current $25-per-hour charge to $50 per hour). If alcohol is served, a second person on duty will be required regardless of attendance. The update also specifies that any time staff spend after a scheduled event will be invoiced at $25 per hour per person.
Library Services Manager Donna Dukes summarized the edits as largely clarifying existing practice and aligning procedures with other city departments and risk management recommendations. Dukes also noted one non-substantive change that reflects current practice: a $1 minimum charge for replacement when only an RFID tag is damaged, instead of the older $2 placeholder.
The staff estimate for the person-on-duty clarification is roughly $250 in additional revenue annually, based on current reservations that include alcohol service. Trustees moved and seconded the recommendation; a roll-call vote recorded Ayes from Trustee Chu, Trustee Landman (appeared in roll call as Lamond), Vice President Tolan and President Carrie Johnson, with the motion carrying 4-0. The Board's vote forwards the recommended changes to City Council for final adoption.
The item was presented as part of the library's midyear budget and fee-review process; staff said the city's new website now lists facility rentals centrally and that Bidwell Forum and Friends Room have been added to help public visibility.
If City Council accepts the Board's recommendation the updated Master Schedule of Fees would apply to rentals and service invoices for the fiscal year 2025'26. The final effective date will be set by City Council during its adoption process.
