Dispensary owner asks Mesa to reconsider marijuana delivery ban, citing lost sales-tax revenue

Michael Perron, who identified himself as representing Green Farms Dispensary, used the public-comment period to ask the council to revisit Mesa’s 2020 marijuana prohibition ordinance and allow adult-use cannabis delivery.
Perron said adult-use delivery is operating elsewhere in Arizona and that Mesa currently prohibits local dispensaries from providing delivery to residents, a restriction he said also prevents Mesa from collecting related sales tax. “Other cities are able to deliver to citizens in Mesa, but the businesses here can't. And it actually prohibits the city from collecting any sales tax from it,” Perron said.
Perron said he initially intended to present tax-collection figures and distribute revenue that benefits public safety, but emphasized the broader point that zoning ordinances can and should be changed over time. He asked the council to consider amendments to allow delivery and to authorize the city to collect sales tax on those transactions.
