District advances planning for CTE and transportation projects; Willow Creek and high‑school construction shows rapid progress

Parker summarized the district—s next-decade plan and said staff will return at the next meeting with a proposal to pursue an operating referendum in November 2025 to fund operations for a proposed career-technical/alternative education facility. "We do not have the operational funds necessary to operate this facility without an operating referendum," Parker said.
Parker recommended, and the board approved, advertising requests for proposals for a construction manager as constructor and for architectural services tied to the CTE and transportation projects (motions recorded). Parker also said district staff will study adding on to smaller existing elementary schools as a possible alternative to building a new elementary school.
Dr. Bidding and operations staff presented photos and status updates on current construction work. Highlights included progress on the Willow Creek middle school interior and cafeteria, applied-skills classrooms with observation windows, the media center and weight-room construction at the high school, and administrative‑center finishes. Work is advancing on multiple wings with paint, casework and mechanical/electrical/plumbing work proceeding; staff reported that weather briefly slowed some exterior masonry and roofing but that the schedule remains on track for phased occupancy.
Why it matters Approving RFPs allows procurement to proceed for major planned projects. The superintendent—s referral to an operating referendum signals that the district expects to seek voter approval for new operating funds before it can staff and operate a new CTE facility.
Next steps Staff will publish the approved RFPs, accept proposals, and return recommended contract awards to the board. Staff also will continue monitoring construction schedules and will report updates at future meetings.
