Council affirms Roseville strategic plan vision, values and success indicators

Assistant City Administrator Rebecca Olson presented the strategic plan framework the council had been working on since the city’s Envision Roseville outreach work in 2023. Olson said the current phase is intended to set the foundation — values, vision, mission and strategic directions — before staff and council develop measurable objectives, metrics and department work plans.

The council reviewed five core values (accountability, community, equity, safety and integrity); a vision statement — “Roseville is a vibrant, safe, and inclusive community” — and a mission statement to “create a high quality of life for our community.” Staff proposed strategic directions such as community and civic engagement; reliable and sustainable infrastructure; responsive services and safety; parks and natural environment; economic vitality; and city operations.

Council discussion focused on word choice and emphasis (for example whether to include the phrase “all demographics” and whether a tone such as “fun” was appropriate in describing engagement). Olson and staff explained that success indicators are intended to guide a later phase that will set objectives, metrics and department work plans. After brief discussion the mayor asked if there were any objections; hearing none, the council affirmed the presented values, vision, mission, strategic directions and success indicators.

What happens next: Staff will continue the second phase of the strategic planning process with consultants, draft measurable objectives and metrics tied to the approved directions and bring those back for council review at a future work session.
