Council approves Ansell PUD changes to allow flex offices at 4480 Anson Drive

Hilliard City Council on Jan. 27 approved Resolution 25R06 to amend the Ansell Plan Unit Development concept plan and development text for about 5.05 acres at 4480 Anson Drive, allowing more flexible office uses, adjusting building height and size limits, revising parking requirements and permitting exterior insulated metal panels as a finish.
Staff said the site has a sanitary sewer main running through the middle, which makes the original strictly-office buildout difficult. The changes were presented as a way to accommodate “flex” office uses recommended in the comprehensive plan and to reduce unnecessary pavement by adjusting parking requirements. The Planning and Zoning Commission recommended approval unanimously and also recommended final development-plan details, mainly landscaping, be resolved at the building-permit stage.
Briar Sayer, a co-owner of ACC Party Rental, spoke in support during the public comment period. Sayer said the plan would allow his business to move from Old Hilliard into a larger site and to expand operations. "We are currently at a location in Old Town Hilliard. This plan would allow us to kinda move from that location and kinda keep growing," Sayer said.
Council discussed lighting allowances and confirmed that modern LED lighting is commonly used; staff said the PUD modifications accommodate LED fixtures. Council recorded a 5-0 roll-call vote in favor of Resolution 25R06; the resolution is effective at the earliest date allowed by law.
