Raymore council approves city manager contract, advances hazardous-waste and generator agreements; moves to executive session

Raymore City Council on Jan. 27 unanimously approved an extended and amended employment agreement with City Manager Jim Purborn, approved the consent agenda, advanced two procurement-related ordinances on first reading and voted to move into executive session to discuss real estate acquisition under Missouri law.

The council approved the second reading and adoption of Bill 3939, described in the meeting as "an ordinance of the City of Raymore, Missouri authorizing the mayor to enter into an extended and amended employment agreement with Jim Purborn for the services of city manager." Council member Holman moved to approve and Council member Barber seconded; the motion carried unanimously (6-0). The meeting transcript records the motion as "Sir, I move that we approve bill 3939 approving the extended and amended employment agreement with the city manager," and later, "Motion carries unanimously. 6-0." On new business the council advanced two first readings. Bill 3938, described as "an ordinance of the City of Raymore, Missouri approving an agreement with the Mid America Regional Council Solid Waste Management District relating to the regional household hazardous waste program," was presented in a staff report noting the city will host a regional household hazardous waste event in October; a motion to approve the first reading carried unanimously 6-0. Bill 3942, described as "an ordinance of the City of Raymore, Missouri approving and authorizing the city manager to enter into an agreement with Central Power Systems and Services for preventative emergency generator maintenance and repairs," was likewise advanced on a unanimous vote after staff said Central Power Systems and Services was the lone responsive bidder and is the city's current contractor for generator maintenance.

Earlier the council approved the consent agenda, which included minutes from the Jan. 13, 2025 council meeting. Council member Holman moved to approve the consent agenda; Barber seconded, and the motion passed unanimously 6-0.

At the end of the meeting Council member Holman moved that the council "move into executive session to discuss real estate acquisition matters as authorized by the Revised Statutes of Missouri 610.021 subsection 2." The motion was seconded, and the roll call recorded six affirmative votes and two absences (Abdulawad and Mills). The transcript shows the statute citation exactly as stated during the meeting.
