Developer asks Johnson County to consider dropping TIF so Greenwood will provide sewer for senior housing site

Developer Wes Jackson told the Board of Johnson County Commissioners that sewer access is the key constraint on a proposed age-restricted residential development along County Line Road just west of State Road 135.
Jackson said the project covers two adjacent parcels: one inside Greenwood and one in unincorporated Johnson County (Lincoln Park addition). Greenwood officials told Jackson that the nearby Greenwood sewer already runs through Lincoln Park and could serve the Johnson County parcel, but Greenwood would not provide sewer while a parcel remained in a tax increment financing (TIF) district. Jackson said Greenwood suggested the county drop the TIF designation on the parcel so Greenwood could provide sewer service to the contiguous development.
Jackson described the full development as roughly 74 to 80 housing units, with about half on the Johnson County side depending on final site planning; he identified his organization as American Senior Communities and said the firm operates skilled nursing facilities that serve county residents.
Commissioners said the matter is one for the county's Redevelopment Commission (RDC) to consider and that staff will present the proposal to the RDC at a future meeting. One commissioner noted the RDC meeting scheduled for that day would likely be postponed, and the item will be taken up at the next RDC meeting.
Why it matters: whether Greenwood will provide sewer service to the Johnson County parcel affects whether the developer can build the proposed senior housing across both parcels as a single contiguous project. Removing a TIF designation would change the tax and financing status of the parcel and is within the RDC's purview.
Next steps: Jackson said his attorney recommends proceeding with annexation if necessary; commissioners said they will bring the request to the RDC for formal consideration and asked staff to include it on the next RDC agenda.
