Perkiomen Valley School District’s policy committee reviewed a newly drafted Policy 828 (Fraud) that administration developed in response to recommendations from the state ESSER monitoring process.
Mr. Weaver told the committee the district previously referenced fraud within Policy 626 but that monitor recommendations advised a stand-alone fraud policy. He said the draft defines fraud, describes prevention measures and sets out a process for reporting and responding to allegations.
Committee members asked about confidentiality and whether the policy should require an independent or impartial review for investigations, particularly in cases where district leadership could be implicated. One member said, “I just feel like if there's going to be an investigation into fraud…the spirit of the policy would be to have it be independent.” Another member suggested thresholds or more thought about when an independent review would be necessary, and cautioned about balancing transparency with individual privacy and due process. Counsel and staff agreed to examine language that could provide impartial review options, consider involving outside counsel or the solicitor, and to return the draft to the policy committee for further discussion in February.
