Committee approves five county contracts and leases, including a three-year farmland lease and Glassford Road engineering agreement

The Peoria County Facilities Committee voted to approve five resolutions during its Jan. 16 meeting, unanimously passing each item by voice vote as recorded in committee minutes.

Farmland lease: The committee approved a resolution recommending a three-year lease (2025–2027) for county-owned Edwards farmland to "Richard e and Richard in Shane" for approximately 20.6 acres at $271 per acre. The staff report said the lease went out for bid and produced two bids, one at $210 per acre and the successful bid at $271 per acre; members discussed adding an "out clause" in future contracts to preserve county options if higher-priority uses arise.

Snow removal and mowing contracts: The committee approved a single resolution to contract snow removal and mowing for several county properties. The solicitation received four vendor responses; staff recommended Classy Grass (snow removal) and Reinhard (landscaping/mowing) for courthouse grounds, jail/JDC/West Campus, Paws, Gift Avenue and the Kansas City work camp. The contract will be paid from the county general fund.

Glassford Road engineering agreement: The committee approved hiring an engineering firm for a comprehensive Phase 1 study and preliminary engineering for Glassford Road reconstruction. Staff described the existing roadway as failing concrete under about 4 inches of asphalt and said a full reconstruction would be required to properly fix the route. The proposed engineering services agreement is for $831,880 and will include environmental, cultural and biological studies, traffic counts and coordination with IDOT; the study will extend from Canton/Glassford to Route 24 with construction focus from Main Street to Route 24.

Township seal coating: Two township resolutions were approved after staff reported the townships had gone out for bids separately. Hollis Township received bids from Cullinan and Porter Brothers; staff reported Porter Brothers as the low bidder. Limestone Township likewise received bids (Cullinan Payment Maintenance and Porter Brothers) with Porter Brothers reported as low. Both projects will be funded from the townships’ motor fuel tax accounts.

Motions and votes: Each resolution was moved and seconded as recorded in the meeting transcript; committee members used voice votes and staff confirmed the tally. The transcript records vote confirmations such as "In the affirmative, aye" and "Motion carried." No roll-call tallies with named yes/no votes were read into the record for these items.

Next steps: Staff will finalize contracts with identified vendors, prepare formal contract language (including suggested out clauses for the farmland lease) and, where applicable, coordinate with township and state offices on invoicing or reimbursement options.
