Festus council unanimously passes rewritten procurement ordinance (Bill 4807)

The Festus City Council voted unanimously to adopt Bill 4807, repealing the city's existing procurement provisions and enacting a new procurement section into the code of ordinances.

"I would recommend that we change the wording of that to make clear that we're repealing the old chapter 150," a councilmember said during discussion. The council then voted to suspend the rules and read the bill a second time in title only. After the second reading the council voted by roll call; each present councilmember recorded a "yes" and the bill passed.

The ordinance includes a standard clause repealing prior ordinances or parts in conflict and sets an effective date. Council members did not raise further substantive amendments to procurement policy in the public meeting record.
