Brookfield holds 2025 appropriations public hearing, approves $3.95 million corporate warrant for water work

BROOKFIELD, Ill. — The Village of Brookfield held the required public hearing on its 2025 Appropriations Ordinance and approved a $3,946,999.73 corporate warrant at the board meeting on Monday, Jan. 27.
Doug Cooper, finance director, presented the Appropriations Ordinance during the public hearing and said, "State law does require the adoption of an Appropriations Ordinance for the village. Spending authority of The Village. We're required to file it with the county." Cooper told the board the ordinance mirrors the village budget and read the revenue and appropriation totals as presented in the packet: estimated revenues for the village of "76,000,000," library revenue read as "290,000,0.0," total estimated revenues "79,000,000," appropriations of "66,000,000" for village funds and "4,000,000" for the library for total appropriations of "71,000,000." The transcript records those figures exactly as read at the hearing; the library number was spoken unclearly in the meeting record.
Cooper described the ordinance as the village's legal authority to spend and said supplemental appropriations are used if spending exceeds appropriated amounts. The public hearing record shows the board opened the hearing for comment and received none; the hearing was adjourned at 6:38 p.m.
Later in the meeting Trustee Cote moved and Trustee Kalusnick seconded approval of a corporate warrant dated Jan. 26, 2025, in the amount of $3,946,999.73. Trustee Cote noted that 61 percent of the warrant covers infrastructure costs for lead-service and water-line replacements and that those checks will not be cut for several weeks while the village completes its other processes. "We do expect our first portion of property tax from the state to come in before the check is cut," Trustee Cote said. The board was told those water-related expenditures will be covered by IEPA loans.
During public comment Jim Carlson, identified himself as a resident, thanked named staff for assistance in a neighborhood business matter, saying in part, "It's not perfect, but things are much, much, much better. And we just wanted to come in and say thank you." The board acknowledged the comment and moved on to reports and other business.
What it means: The Appropriations Ordinance hearing satisfied the state-law requirement to publish and hear the village spending plan; no members of the public spoke about the ordinance. The approved warrant funds immediate bills the village will pay once other conditions are met, and board members said a large portion is tied to water and lead-service-line work that the village expects to fund with Illinois EPA loans.
