Board backs tighter rules on industrial overhead doors; proposal moves to commission

The Delray Beach Planning and Zoning Board on Jan. 27 recommended that the City Commission approve an amendment to the Land Development Regulations tightening where industrial overhead doors may legally face a public right‑of‑way.
Planning staff said the existing LDR language was vague and produced a string of waiver requests in recent months. The draft amendment narrows the rule so overhead doors are prohibited from facing arterials and minor arterials (for example Linton Boulevard and Congress Avenue) when those corridors front residential uses, while allowing doors to face interstates and certain non‑arterial roads in industrial‑character corridors. The ordinance applies to the MIC (mixed industrial/commercial) and industrial districts addressed in the staff report.
Rebecca Dawson, planning manager, told the board the change is intended to preserve corridor view sheds and reduce conflicts when industrial properties directly abut residential neighborhoods. She said staff intends to keep a formal waiver path when a particular site demonstrates the configuration cannot meet the preferred orientation.
Board members generally supported the change and the clearer wording; several members said replacing “may not” language with “shall not” would give future boards firmer guidance when considering waivers. The board voted to recommend the ordinance to the City Commission for final action; staff said the amendment is scheduled to go to commission in March.
Action: Recommend City Commission adoption of a city‑initiated amendment to sections 4.4.19 (MIC), 4.4.20 (Industrial), and 4.4.26 (Light Industrial) of the Land Development Regulations to clarify overhead‑door rules on rights‑of‑way.
