Public Works committee approves Village Hall parking-lot improvements IGA, engineering and several equipment purchases

The Village of Hoffman Estates Public Works & Utility Committee on Jan. 27 approved a package of contracts and purchases that included an intergovernmental agreement for Village Hall parking-lot improvements, construction engineering services, SCADA network support and several equipment purchases.

The committee authorized an intergovernmental agreement (IGA) with the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) to reimburse up to $462,000 of construction costs tied to green infrastructure elements in the Village Hall parking-lot project. Staff said the village must comply with bidding rules, commit to operations and maintenance, and complete the project this year; the presenter said the project is expected to go out to bid in spring with a May–October construction window.

The committee also approved a construction engineering agreement with Gonzales Companies LLC for the Village Hall project in an amount not to exceed $170,544. Staff said Gonzales was the top-ranked respondent from a request for proposals, and the fee and scope were reviewed for expected project duration.

For utilities operations, trustees approved a one-year managed support agreement with Concentric Integration LLC for supervisory control and data acquisition (SCADA) system network support, not to exceed $32,000. The service will provide monthly backup, firewall and workstation monitoring, quarterly security patching and annual verification of the network diagram; it also covers renewal of third-party software licenses applicable to the SCADA environment.

The committee approved purchases of a Vermeer BC1800 trailer-mounted brush/branch chipper through the Sourcewell cooperative from Vermeer Midwest Inc. (Aurora, IL) for an amount not to exceed $121,178, and authorized a sole-source purchase of water meters from Water Resources of Elgin, IL, not to exceed $78,000. Staff said the chipper will replace an older frontline unit; one older unit will be held as reserve and another (2003 model) will be sent to auction. The meters are stocked for developer-driven installations and are later reimbursed by developers when used.

All items were approved by voice vote; the transcript records motions, seconds and chair confirmations of passage but does not contain a roll-call vote tally for each item. Committee reports (public works, engineering, and other departmental monthly reports) were received and filed without further action.

Staff emphasized the MWRDGC IGA requirement that the project be completed during the calendar year and noted the village’s responsibility for ongoing operations and maintenance of the installed green infrastructure.
