Garfield Heights City Council on Jan. 27, 2025 unanimously approved two resolutions authorizing the mayor or his designee to apply for outside funding: Resolution 03-2025 to accept NOPEC (Northeast Ohio Public Energy Council) sponsorship funding for community events, and Resolution 04-2025 to apply for the Cuyahoga County Solid Waste District 2025 Community Recycling Awareness Grant.
Mayor Matthew Burke described Resolution 03-2025 as an annual partnership that helps sponsor community events. The resolution authorizes the mayor or designee to apply for and accept sponsorship funds; the council moved to consider by title, suspended the three-reading rule and adopted the resolution by roll call (recorded as unanimous).
On Resolution 04-2025, Councilman Smith moved consideration by title and the council again suspended readings and adopted the resolution by roll call. The resolution directs the mayor or his designee to apply for the Cuyahoga County Solid Waste District grant and included an emergency clause in the resolution language presented to council.
Both resolutions passed with recorded roll-call votes showing seven "yes" votes (Collier; Mack; Smith; Johnson; Tunson; Rhodes; Kelly). The meeting record did not list specific dollar amounts or award terms for either funding source.
These actions were presented as routine grant/sponsorship authorizations; council did not attach conditions or specific spending plans during the Jan. 27 meeting. Staff will be responsible for preparing and submitting the grant and sponsorship applications.
