Councilor Rogers framed the item around resident feedback that the city should foster relationships with businesses and offer voluntary, inclusive ways for businesses to participate in civic displays rather than imposing new requirements. Rogers suggested one option: providing plain flag decals to businesses during certain events and making them available when merchants complete business licensing at City Hall.
After discussing outreach options and resources, the committee made and seconded a motion to refer the order to the sponsor for follow-up; the referral passed. No ordinance or enforcement action was adopted at the committee meeting; the referral preserves opportunity for the sponsor to develop a program or draft language for future committee or council consideration.
