Committee forwards Everett tree ordinance to full council for review

Everett City’s Legislative Affairs & Elections Committee voted Jan. 13 to forward a proposed ordinance on trees to the full City Council with a favorable recommendation.
The committee’s motion, made by Councilor Rogers, would send the ordinance to the regular council meeting scheduled for Jan. 27 and leave room for further technical adjustments. Councilor Rogers said he worked with Councilor Smith on language cleanup and noted the city arborist, Jacob St. Louis, was present for consultation.
Committee members asked that the city solicitor, the planning director and the city tree warden review the draft to confirm which detailed provisions should remain in the ordinance and which should be placed in an implementing policy. Councilor Smith told the committee the sponsors had split substantive items between ordinance text and a related policy and expected only minor changes before the council hearing.
The motion to refer the ordinance to the full council with a favorable recommendation carried; the committee recorded Councillor Smith’s recommendations on the referral. The committee did not adopt additional changes at the Jan. 13 meeting and directed staff to circulate suggested edits before the Jan. 27 council session.
The committee’s referral preserves opportunity for legal and planning review and for amendments at the full council meeting.
