Navigate gives Prop S construction update; district reports $135 million in work to date

A Navigate representative gave the St. Louis Public Schools Board of Education a construction progress update for Proposition S projects, outlining scope, schedule and work completed to date.
The presenter said the district’s Prop S effort, supplemented by ESSER funds and district capital projects, has touched nearly $135,000,000 in project work so far. He reported that the program to date has delivered a range of improvements across the district, including whiteboard installations, door and restroom upgrades, roofing and energy work.
Detailing work counts, the presenter said Navigate has overseen 571 whiteboard installations districtwide; 16 schools had stair-tread replacements; 30 schools received painting work; lighting upgrades occurred at 8 schools; fire alarm upgrades at 6 schools; about 100 exterior door openings were replaced; 45 restrooms were upgraded; 6 schools received new playgrounds and 10 had playground resurfacing. He said 234 bottle-filler drinking fountains were replaced, 84 benches were replaced, flooring work included 18 schools receiving VCT, 19 carpet projects and 12 hardwood projects, and 15 schools received roof replacement or restoration work.
The presenter said work has generated contracting participation from minority- and women-owned businesses, reporting more than 21% of contracts awarded to minority-owned firms and over 7% to women-owned businesses "and we're not done yet," he added.
Secretary Jones asked how students have been involved. The Navigate representative said the firm is coordinating with the district’s Career and College Readiness staff to engage students on larger construction projects and noted that federal-funded construction contracts sometimes include apprenticeship provisions. Miss Perry asked whether Navigate works with the district’s JAG program; the presenter had not coordinated with JAG yet and noted the suggestion would be taken under advisement.
The presenter reviewed contractor-specific work, noting Ameresco and Trane as energy performance contractors who replaced boilers and are preparing chillers for installation, and showed before-and-after photos of a sample of schools. He said roofing drone photos and other progress photos illustrate the scope of transformations intended to eliminate water intrusion and other deferred maintenance issues.
No board action was taken; the presentation concluded with the board thanking Navigate for the partnership and asking staff to continue coordinating student engagement through Career and College Readiness.
