CRA acknowledges volunteers at A.D. Harris warming center; board expresses interest in hosting Incremental Development Alliance workshop

At the Jan. 27 meeting the Panama City CRA formally acknowledged city staff, partner agencies and 126 volunteers who staffed a warming center at A.D. Harris during Winter Storm Enzo, serving 131 overnight guests. Board member Lucas reported volunteers logged 647.5 hours and estimated volunteer time value at about $20,000; staff and the nonprofit Rebuild Bay coordinated placements into housing, bus tickets and other services for guests during the event.
Separately, Board member Lucas introduced the Incremental Development Alliance, a nonprofit that trains small local developers and advises cities on zoning and policy changes to support incremental, place-based development. The board viewed a short video and asked staff to return at the February meeting with information and a proposal, if possible, for hosting the Alliance for workshops in CRA districts.
Board members said the Alliance’s model could support neighborhood-driven redevelopment and help residents and local entrepreneurs carry out smaller-scale projects, such as accessory dwelling units or incremental housing, that align with neighborhood plans. Staff agreed to investigate costs and logistics and report back.
