The city manager of Graham told the court that the arena’s year‑to‑date revenues were about $141,314 and year‑to‑date expenses were just under $200,000, producing a Q1 deficit of $56,065.84. The arena’s lease splits that deficit evenly between the Grand Economic Improvement Corporation (the city) and the county; the county’s share requested was $28,032.92. Commissioner Cresswell moved the payment; Commissioner Shook seconded and the motion passed 5‑0.
City staff and the county discussed items that drove the deficit. The packet and oral presentation identified a roughly $15,000 stage rental tied to a concert that pushed “other materials and supplies” higher on the expense report, and earlier work to replace gas lines and valves at the arena that ran about $8,000–$9,000. The agenda packet also lists a planned project (rubber mats and regrading of stalls) that the presenter described as a large project, referenced in committee materials as roughly $50,300.
The city manager said first quarter shortfalls are cyclical for the arena and that revenues typically increase later in the year as events return; he said staff may return in a later quarter with an updated forecast and, if necessary, an additional funding request. Commissioners indicated the county’s budgeted arena support was in place and that the payment could be made from the approved line; the judge said contingency funds were moved into the line to cover the contract.
The court also approved replacing Commissioner Stacey Rogers with Commissioner Alan Craig on the Young County Arena Board during the same meeting.
The arena discussion closed with a reminder from the city manager that some of the high line‑item expenses were one‑time items tied to maintenance and the concert, and could reduce in later quarters.
