School committee ratifies three-year Unit A teachers' contract with pay increases and benefits changes

The Rockland School Committee on Jan. 27 approved a three-year Unit A collective bargaining agreement for the district’s teachers unit, following ratification by the bargaining unit.
Superintendent Dr. Khan outlined the agreement as settled for three years with a 2.5% salary increase and "one new step per year for three years." On parental bonding and family leave language, the superintendent said the agreement limits sick-time access to the 12 weeks immediately following the qualifying event (which may include birth, adoption or foster placement). Within that 12-week period, the first 10 workdays after the qualifying event will not be charged to sick time, as described in the negotiated language.
The agreement also requires that all newly hired behaviorists hold Board Certified Behavior Analyst (BCBA) certification and be members of "UNiDAY" as listed in the presentation to the committee. Dr. Khan thanked bargaining representatives, naming "president Sharon McGonigal and chief negotiator Fred Damon" for their roles in reaching the settlement.
"Our teachers are, our teachers are arguably second to the students, the most important, people we have in our buildings. They are the heart and soul," Dr. Khan said while presenting the agreement. Committee members praised both sides for a collaborative process.
A motion to approve the Unit A agreement passed by voice vote after a second; no roll-call tally appears in the public transcript. The contract had been ratified earlier by the teachers' unit, and committee approval completes the local approval process.
