Council pulls tour-guide license matter from committee, extends temporary renewal process to Feb. 28

The Salem City Council voted unanimously on Jan. 23 to pull the tour-guide license renewal matter out of government services and to discuss it at a council meeting on Feb. 28, 2025.
Councilors said the city solicitor cleared new application materials late the morning of the meeting and that the city clerk will email or mail the updated applications to current public guides. The council agreed to extend the limited grace period so guides licensed in 2024 may continue providing tours while the new administrative process is rolled out.
City staff said all licenses will continue to expire on Dec. 31 under the annual renewal cycle and that the city will begin collecting the newly approved application fees once applications are received. Councilors asked for a roll-call vote to remove the matter from committee; the clerk recorded unanimous support to do so. The council suspended rules to let the city clerk explain the distribution plan for updated applications.
