Local road commissioner raises concerns about annexation and road maintenance near Abraham and Ireland Grove roads

Phil Reynolds, road commissioner for Old Town Township, told the City Council during public comment that he is concerned an annexation at Abraham Road and Ireland Grove Road may not include the full length of roadway the township currently maintains.
Reynolds said the legal description in the annexation notice made it unclear how much of the road would transfer to the city and warned the township could be left maintaining a segment subject to higher traffic from new development. "My concern is is, if they don't annex all the property ... we'll get stuck with a piece of road out there that if something gets built, our road will not withstand what traffic it may generate," Reynolds said.
He also asked how federal land could be annexed into the City of Bloomington, saying the process appeared to be legal but that the operational impacts on township budgets and maintenance responsibilities concern him because the township has borne maintenance costs in past subdivisions.
Council members did not engage in debate during the public-comment period; Reynolds’ remarks were recorded as public comment, and no formal action followed from the council during that meeting.
